Remember, the seven heads are seven mountains upon which the woman sits. Five are fallen, one is, and the other is not yet come. The perspective is just before THE LORD'S DAY. John was taken to THE LORD'S DAY in Revelation one to describe the things which were, the things which are, and the things yet to come.
And there is an 8th head, that is of the seven. The 8th head shows up at the end of the Millennium.

Revelation 17:10 And there are seven kings: five are fallen, and one is, and the other is not yet come; and when he cometh, he must continue a short space.
Revelation 17:11 And the beast that was, and is not, even he is the eighth, and is of the seven, and goeth into perdition.
So, from John's perspective, five of the kings have already fallen. One is. The one that "is" would likely be whoever is there now (controlling Jerusalem). The one that is not yet come would be antichrist, along with the 10 fallen angel kings. But I actually think the 10 horns may arrive before antichrist. The main point is, that the seven heads have been what builds up to the one world system in history, starting with ancient Babylon and king Nebuchadnezzar. I think the gentiles and those of the synagogue are controlling Jerusalem right now.
Some Scholars think that when Daniel says kings, that he sometimes means kingdoms. I don't believe that is true. I think that when the Bible says kings (whether in Daniel or elsewhere) that it means kings, not kingdoms. If this is the case, then that means we are right at the door of the end.

The reason I asked the question was to bring attention to the beast system. There is only one head at any given time. All the way back to ancient Babylon where the first head started, up to now where we are likely at the 6th head and soon to be the seventh head is how long it took for the beast to form. That includes the time the four horns sprouted out of Grecia (the he goat), which are the four hidden dynasties and are a major part of making it so that the beast can form at all. I might be off by one on which head we are at, but the one world beast system is the head that gets the deadly wound. Then the seventh head comes and heals that deadly wound. That seventh head is the devil, and he rules over the one world system. I think that based on the book of Daniel, the ten horns come first, then the little horn shows up and devours three of the ten horns. The ten horns are given power "as kings" one hour with the beast, so these must be the fallen angels that get cast out of Heaven along with satan. But based on this scenario, it would have to mean that the war in Heaven is more involved than I picture. What I mean is, that the battle must be going on, and some angels get cast out before it's finished and before the devil gets cast out. If that is the case, then it explains all of the UFO sightings that have been going on since 1947. I know that I have to keep in mind that there are good angels and bad angels that may be flying those ships, however.
Finally, if I'm correct that when The Bible says "kings" that it means "kings" and not kingdoms, then we are even at the door to the end.
